USFWS proposed critical habitat

U.S. Fish and Wildlife Service proposed Endangered Species Act critical habitat features (70; one feature per listed entity, entity_id). The GIS files are not the legal source for the boundaries (the Federal Register is); many unit attributes read 'Please check current species specific shapefile'. Mostly terrestrial and freshwater; kept whole because the layer is the first-15 list's FWS critical habitat entry.
